Office of the Town Clerk

The office of the Town Clerk is the nerve center of Town Government. This office performs such tasks as: preparing minutes of all Town Board meetings, issuing marriage, fishing, hunting and dog licenses, operating as the Registrar of Vital Statistics (birth, death and marriage records), issuing transfer tags, managing town records, issuing handicapped parking permits, responding to FOIL requests, acting as a Notary Public. This is a four year elected position.

Hours of Operation: 9:00 a.m. to 4:00 p.m. Monday through Friday. If needed, appointments can be made to accommodate any conflicts with the scheduled hours.

Highway Department

The Town Highway Department is located on Chestnut Street in the Village of Westfield. The Highway Superintendent is an elected official (four year) with duties defined by New York State Highway Law. This department is responsible for the maintenance of 54.3 miles of road in the Town of Westfield. This includes snow removal, maintenance of roads and Town right-of-ways, and replacement of culverts and bridges.

Building Inspector – Code Enforcement

The Building Inspector for the Town of Westfield issues building permits for various types of structures. This includes new construction, additions, roofs, alterations or demolition, swimming pools, signs, storage sheds, fences and decks. A building permit should be acquired before the commencement of any project. State and local standards and specifications apply to any building construction within the Town. The Building Inspector also received complaints, makes investigations, and takes appropriate action concerning the enforcement of the building and zoning codes of the Town. It is her duty to review building plans, issue permits, inspect construction as it progresses, conducts fire inspections and makes recommendations concerning unsafe structures to assure safety and protection.

Assessor’s Office, Town (and Village) of Westfield

It is the responsibility of the Assessor to place fair and equitable assessments on each of the 4,200 parcels within the Town of Westfield. The Assessor records property sale transactions and administers exemption programs for senior citizens, veterans, agricultural, commercial and industrial properties.

Tax Collection

The Town of Westfield offices collect Town and County taxes and also the School taxes.  Tax bills are printed at the County offices and mailed by the Town to Town residents. Town and County tax bills are mailed out in early January and are collected over a three month period. School taxes are mailed in early September and are collected for two months. Questions regarding the information contained on the tax bills may be addressed to the Town tax collector. Town Court

The Town Justice Court is administered by two Justices, who rule on a wide variety of matters both civil and criminal, including traffic violations and small claims.

  • Traffic court is held every Monday @7:30pm (except holidays)
    Options for handling a traffic ticket (does not apply to misdemeanors, those must be handled in person)
    • Section A: Plea of Guilty, fill in & return to court. A fine and mandatory state surcharge will be assessed and a fine notice will be mailed to the address provided with thirty days to pay.
    • Section B: Plea of Not Guilty, fill in & return to court. A pretrial conference with be scheduled with the Assistant District Attorney of Chautauqua County.

  • Criminal court is held the fourth Monday of every month beginning @ 6:30pm

  • Civil cases are scheduled as they are filed

Barcelona Harbor

The Town of Westfield owns property on Lake Erie which includes the Daniel Reed Pier, a cottage used as an information center and a small beach (where no swimming is allowed at present time). The Harbor Master’s office sells fishing licenses, season passes and daily launch tickets and opens at daybreak from May 1 to September 15. The site includes picnic tables and boat launch facilities. There is a buoy field also owned by the Town, that allows individuals to moor their boat in the harbor area (for an annual fee).  The pier is located on Rt. 5 just east of the intersection of Rt. 394 & Rt. 5.

Transfer Station

The Town of Westfield operates a Transfer Station on Bourne Street in the Village of Westfield for residents of the Town to dispose of garbage and recyclables. Transfer Station punch tickets may be purchased at the Town Clerk’s office or at the Transfer Station site. The cost is $25 and includes 25 punches. Tickets may only be purchased by Town or Village residents. All trash, refuse, garbage and solid waste brought to the site shall conform to the County regulations in order to be accepted for disposal.  Items not accepted are:

  • Electronics (i.e. TVs, Computer Monitors, CPUs, stereos, cell phones, game consoles, etc.)
  • Untreated medical waste
  • Radioactive materials (i.e. Ionizing Smoke detectors)
  • Any liquid waste (paints, solvents, & thinners)
  • Hazardous materials (i.e. ignitable, reactive, corrosive or toxic)
  • Universal wastes (i.e. batteries, pesticides, fluorescent bulbs, mercury containing devices)
  • Yard waste, trees, brush, or grass
  • Tires
  • Large appliances (i.e. stoves, refrigerators, hot water tanks)

The station attendant will punch one hole for each 33 gallon container. Recyclables will not be punched, but you must have a ticket to bring them to the site.

Dog Licensing and Dog Control

Every dog, owned or harbored in New York State for longer than 30 days must be licensed in the town, city, or village where the dog is being harbored. Town and Village of Westfield residents may apply for and renew a dog license at the office of the Town Clerk in Eason Hall. Owners will need:

  • A certificate from a licensed veterinarian showing that the dog has been spayed or neutered, unless this proof is already on file with the clerk;
  • Dogs three months or older must have proof of a rabies vaccination signed by a licensed veterinarian or a certificate stating why the life of the dog would be endangered by the vaccine
  • License fees are $5.00 for a spayed or neutered dog & $13.00 if not spayed or neutered.
